  • About the Author
  • Take a behind-the-scenes journey of Singapore’s arts scene between the 1970s and the 2000s with insider Juliana Lim, arts manager extraordinaire. Joining Singapore’s elite Administrative Service in 1973, Juliana found herself in overseeing arts and cultural policy and implementing key initiatives, such as the Cultural Vision 1999 and the building of Esplanade: Theatres by the Bay, Singapore’s iconic arts centre. This is the untold story of the ideas, policies and people behind the development of Singapore’s arts scene.

  • Juliana Patricia Lim is a retired senior civil servant. Joining the elite Administrative Service in the 1970s, Juliana found herself at the centre of the rapidly burgeoning arts scene in Singapore. Through her work in the People’s Association, the Ministries of Culture, Community Development and Information and the Arts, she oversaw the state-led push to transform Singapore into a culturally vibrant city.

After taking early retirement from the civil service, Juliana joined the then-new Singapore Arts Centre Company, which was responsible for planning and building Esplanade: Theatres on the Bay. Beyond her professional involvement in the arts, Juliana has also been involved in numerous arts and cultural groups like Operaviva, Very Special Arts, The Fifth Passage, and the Richard Wagner Association (Singapore) (RWA(S). As President of the RWA(S), Juliana oversaw the staging of The Flying Dutchman, the first-ever production of a full Wagnerian opera in Singapore.
